SUMMARY:
Serves as the Chief Executive Officer of the Housing Corporation. Responsible to the Commission for the planning, development, implementation of the Corporation’s housing programs and for their management and maintenance. Also, responsible for maintaining relations with other governmental agencies and with the general public.

RESPONSIBILITIES:

  • Prepare agenda for Commission Meetings, including information essential to the Commission in its consideration of these matters, maintains the records of the official records of the Corporation.
  • Supervises the maintenance of adequate and correct accounts of all properties and business transactions of the Corporation, including assets, liabilities, receipts and disbursements and renders to the Commission at regular intervals an account of all transactions and the financial condition of the Corporation.
  • Prepares and supervises the timely preparation of the annual Indian Housing Plan for submission to the Tribe and HUD.
  • Plans and directs the formulation of basic policy determinations for adoption by the Commission and supervises the execution of such policies.
  • Plans and develops organization appropriate to the needs of the Corporation’s programs; selects and trains personnel; coordinates and supervises activities of the organization; provides continuing leadership and direction of the Corporation’s staff, periodically reviews the organizational pattern and makes modifications as necessary to promote efficiency and economy in the Corporation’s operation.
  • Directs analysis of community needs and the planning of a public housing development program to meet such needs; works with officials of the community and with other groups to promote an understanding of the Corporation’s programs the reasons for its needs and its result in resolving the problems because of which it exists, cooperates with other officials in integrating the Corporation’s housing program with other programs.
  • Directs the preparation and administration of operating budgets and revisions thereof, formulation of immediate and long range operational plans.
  • Maintains liaisons with other local housing authorities to facilitate the exchange of information on development and operating techniques and practices that may tend to promote efficiency and economy.
  • Serves as the Corporation’s principal contact with the Housing of Urban Development in the full scope of relations under the terms of the NAHASDA IHBG Grant Agreement, and SLHC implementing policies and procedures, confers with representatives of HUD in relation to fiscal audits, occupancy audits, management reviews and other activities of HUD that are conducted on a local level.
  • Complies and distributes the Corporation’s Annual Performance Report, plans and conducts a public relations program designed to local understanding and acceptance of the Corporation’s housing programs.
  • Conducts the Corporation’s procurement and disposition activities; prepares bid offerings as appropriate; opens and analyzes bids and recommends acceptance to the Commission.
  • Performs such other duties as may be assigned by the Commission from time to time.

EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree (B.A.) from four-year College or University; one to two years related experience and training (housing experience a plus); equivalent combination of education and experience. Must have experience in Program Management, Government Procurement, Accounting and Construction. Computer information systems experience is desirable, must also demonstrate oral and written communication skills.
  • Qualified applicants must be familiar with the Code of Federal Regulations in reference to Indian Housing.
  • Qualified applicants must have Building Construction knowledge as required for approving pay estimates and related documents.

REQUIREMENTS:
Must get Certification for Executive Directors. Must possess a valid North Dakota Driver’s License. Must take a pre-employment drug test which will be set up by Corporation. SLHC is subject to the Federal Drug Free Workplace Act and applicants will be required to make a written certification that they will comply with the Act. Must submit to a background investigation. Must be Bondable. Must have knowledge of the State Low Income Housing Tax Credit Program.

INDIAN PREFERENCE:
In accordance with Section 7(b) of the Indian Self Determination and Education Assistance Act, Indian preference will be given to applicants who can provide documentation of their membership in a federally recognized Indian Tribe.

SUPERVISION:
The Executive Director will be under the direction and supervision of the Spirit Lake Housing Corporation’s Board of Commissioners.

No housing will be provided. Position is located at the Spirit Lake Housing Corporation building in Fort Totten, North Dakota.
